USCIS in a press release in late may had announced that with effect from August 15, 2011, US Citizen petitioners residing in Countries without a USCIS office would be able to file the I-130 from with the USCIS Chicago Lockbox facility. The number of such petitions accounts for about 5% of all I-130 petitions filed either with the USCIS or at the US Department of State at their local embassy or consulate.
As of this writing, petitioner residing in a country with USCIS office have the option of sending their I-130 forms to the Chicago Lockbox, or they may file their Form I-130 at the international USCIS office having jurisdiction over their place / country of residence.
