CBP commenced operation of its preclearance facility at Abu Dhabi International Airport, United Arab Emirates, on January 26, 2014. CBP now has 16 preclearance facilities in 6 countries. Ordinarily, passengers undergo immigration, customs, and agriculture inspections upon arrival at a U.S. airport. However, passengers travelling through one of these 16 preclearance facilities including the new one at Abu Dhabi, will undergo these inspections at the preclearance facility, in order to streamline border-security procedures and reduce congestion at U.S. airports. This new preclearance facility will enable passengers boarding at or connecting through Abu Dhabi to enter the U.S. as domestic travelers. Passengers pre-cleared at Abu Dhabi remain subject to re-inspection in the U.S., at the discretion of CBP. We understand that CBP plans to open another preclearance facility at Dubai International Airport within one year.
